Step 1: In a mixing bowl, add milk powder, all-purpose flour, baking powder, baking soda, and cardamom powder. Mix well.

Step 2: Add ghee and mix with your hands. Knead the mixture while gradually adding milk to make a soft and smooth dough. Make sure the mixture is not too dry or too sticky.

Step 3: Cover the dough and let it rest for 10-15 minutes.

Step 4: Heat oil or ghee in a deep frying pan. Test the temperature by dropping a small piece of dough. It should rise to the top of the oil immediately.

Step 5: Roll the dough into small balls, making sure there are no cracks on the surface. The balls will expand slightly when they are fried, so do not make them too large.

Step 6: Gently lower the balls into the hot oil and fry on low-medium heat for 5-6 minutes until they turn a golden-brown color. Do not overcrowd the pan as the balls will expand. Fry them in batches.

Step 7: In a separate saucepan, mix 1 cup sugar and 1 cup water. Cook the mixture on medium heat for 5-6 minutes or until it forms a syrupy consistency. Add a few drops of rose water or cardamon powder to the syrup for additional flavor.

Step 8: Once the balls are fried, remove them from the pan and place them on tissue paper to remove any excess oil or ghee. Immediately transfer them to the hot syrup and let them soak for at least 2 hours before serving. You can also sprinkle crushed pistachios on top for a little added crunch.
